PARSIPPANY — The owner of Harold’s New York Deli on Route 46 was charged Monday in connection with an alleged loan sharking/credit card scam in Morris, Passaic and Essex that previously resulted in six arrests, the office of Essex County Prosecutor Paula T. Dow announced.
